The CFPB defines debt-to-income ratio as all monthly debt payments divided by gross monthly income, and notes that different loan products and lenders use different limits (CFPB, last reviewed Aug 28, 2023).

Why investment credit can be reviewed differently
CFPB official interpretations to Regulation Z note that credit extended to acquire, improve, or maintain a rental property that is not owner-occupied is generally treated as business-purpose credit, with a special rule if the owner expects to occupy the property more than 14 days in the coming year. That is disclosure and purpose education, not an underwriting guarantee.
